His 2018 memo revealed that the FBI had obtained Foreign Intelligence Surveillance Act (FISA) warrants to spy on Trump campaign associates using flimsy evidence sourced from the Clinton-funded Steele Dossier. The memo concluded that “material and relevant information was omitted” from these FISA applications, undermining the legitimacy of the surveillance.
